They are typically produced from either silk or plastic. If they’re really going to be submerged, I would go for plastic. Less complicated to cleanse. You can buy fake crops for fish bowls at most pet stores that carry fish.
Generating your very own plastic might be problematic, and the price of all the equipment you’d need would be way far more pricey that just acquiring a couple pretend vegetation.

Covering the ground with plastic? No. it’s not environmentally friendly. Yes, you won’t be dumping toxins like herbicides and pesticides and fertilizers on it, but you’re also removing an area from providing any sort of habitat or food for insects and animals and plants. And any additional plastic in the environment cannot be called “earth friendly”
There are ways to growing things other than turf grass that take much less care and attention. Groundcovers, vegetable gardens, flowers, shrubs, trees….anything living that does require mowing, and periodic applications of chemicals is an improvement. Google “grass-free yards” and you’ll find tons of ideas.
